Do I need 4K 60?
Yes for anything fast. 5.3K/8K is marketing unless you crop hard.
Best for cycling?
A 4K 60 cam with a chest or helmet mount and a battery you can swap with gloves on. Prioritise lock and battery over megapixels.
Can I use a phone?
Phones are better now. They are not better underwater or on a full-face helmet.
